Monique Claiborne brings 20 years of leadership experience spanning economic development, global marketing, and public-private partnerships to Greater Portland Inc (GPI).
Selected after a national search, Monique assumed the role of President & CEO at a pivotal time for the region. She is widely recognized as a turnaround leader who stabilized GPI, rebuilt confidence among stakeholders, and positioned the organization as the regional quarterback for economic development.
Monique draws on strong political acumen, having established trusted relationships within Oregon’s legislature and across state leadership. Combined with her background in finance and government, she has leveraged that expertise to strengthen public-private partnerships, secure funding, and navigate complex policy environments to deliver measurable results for the region.
Under her leadership, GPI has delivered tangible outcomes: launching multi-year marketing campaigns that generated new business leads, securing international partnerships that expanded Greater Portland’s global reach, and driving investment wins that created jobs and strengthened inclusive prosperity for all communities.
